Montenegro – Background Information for Upcoming EU Tender for Waste Management Plan


Since yesterday there has been some discussion on a LinkedIn group of a contract forecast notice published by the European Union on 6 April 2011 in anticipation of a procurement notice that the EU is due to issue in May:

ME-Podgorica: IPA — preparation and implementation of the national and local waste management plan

Contract description: The contract will provide TA [technical assistance] to prepare a national waste management plan and assist the municipalities in preparing and implementing local waste management plans with the aim of strengthening their capacities. It will also result in improved stakeholder interaction and enhanced municipal participation in the strategic decision making process. …

Budget: Maximum budget: 800 000 EUR.

Intended timing of publication of procurement notice: May 2011.


Apparently the EU is seeking these services because harmonization with EU standards is required in order for Montenegro to be able to join the EU (see Akcioni plan u oblasti zaštite životne sredine, slide 12).

Nevertheless I am not sure why the IPA (Instrument for Pre-Accession Assistance) program wants to spend all of €800,000 on this, since there are already any number of exhaustive plans or studies drawn up over the last several years for the relevant ministry – which since the reorganization of December 2010 has been the Ministarstvo održivog razvoja i turizma (Ministry of Sustainable Development and Tourism) – or for local governments.  A number of these plans can be found online, and it should not be hard work to integrate them and set up some meetings.  Here are some examples of plans or studies available online:

This is a spatial plan, but it does give some attention to waste, e.g., sections 3.7.4 and C2.6.4.

This is a development plan but it does contain a brief section on waste at 3.8 (p. 87).


All in all one gets the impression that Montenegro is chock full of programs, plans, and studies, but short of the funds necessary to implement them.
